The English that pops to mind as I encounter 適切の人材を確保しました is "has XXX
_secured/obtained_ proper (suitable, adequate) staffing?"

確保する is so much more active and specific, purposeful, organizing, than
a mere がある. Something like "secured/obtained" serves (ties in) also
the purpose of ｘｘｘがｙｙｙを*する為に*, more fully than "has", IMHView.
