Thank you, Fred. I was thinking I should have said "rules" rather
than "regulations," for 規則, but they really are "terms" that the
student agrees to.
I'm not sure if Ben's scholarship is a loan. The one I linked to is a
scholarship grant. Full or partial repayment is only required if the
student loses scholarship student status for reasons set forth in the
terms. I see many examples of 奨学金貸与契約書 and 奨学金貸借契約書 on the Internet,
so it could indeed be a loan.
